
The issue presented to the reader includes four blocks. The first one examines the problems of democracy and state modernization. Edgar H. Fuentes-Contreras (Peru), taking the concept of counter-democracy as a basis, reflects its influence on political relations in Latin America and on the forms of civil participation in the countries of the region. Zbigniew W. Iwanowski (Russia, Moscow) compares the distribution of powers between the center and the regions in federal states, noting different degree of decentralization and autonomy of the federal entities de jure and de facto, reveals the causes and consequences of conflicts in a polarized and heterogeneous society between presidents and governors.
The second block is devoted to social challenges in the region. The article by Olga N. Bogatyreva (Russia, Yekaterinburg) examines external and internal factors influencing the regional and national migration policies of the states of South America in the context of the movement towards safe and orderly migration. Tamara V. Naumenko and Maria S. Kozyreva (Russia, Moscow) study the problems of modern youth, as well as the importance of the role of education and training of qualified personnel for the integration of young generation into labor markets.
The third block analyzes the problems of ecology and sustainable development. Tatiana V. Sidorenko (Moscow, Russia) examines the goals of the European Union's Green Deal, the difficulties in implementing this program, as well as the main areas of cooperation between the EU and Latin American countries that have the necessary natural resources and are able to contribute to solving this problem. Yuri Y. Kovalev and Dmitry L. Lopatnikov (Russia, Moscow) identify the specifics of the policies of Argentina, Brazil and Mexico aimed at sectoral decarbonization and low-carbon transformation, and note the existing achievements and difficulties along this path.
The fourth block is devoted to various aspects of international relations. Fábio Borges (Brazil), Larissa Lima Barros (Brazil), and Nicolás Rodríguez Méndez (Colombia) analyse the role of the New Development Bank of The BRICS, as well as the achievements and challenges faced by the bloc at its 16th summit in October 2024. Andrey N. Pyatakov (Russia, Moscow) examines the key areas of China's military-technical cooperation with a number of Latin American countries, shows the reasons for the emerging stagnation in the sale of weapons and equipment and the interest of the Asian giant in ensuring the security of individual countries and the region as a whole, and its readiness to step up its activities in this area. Vladimir A. Goliney (Russia, Moscow) and Galina A. Khmeleva (Russia, Samara) examine the dynamics of trade, economic and political relations between Brazil and China since the 1980s until 2024, noting that despite the strategic partnership between the two countries, Brazil is gradually becoming dependent on Pekin, turning into a key supplier of raw materials for the Chinese economy. Dmitry M. Rozental (Russia, Moscow) examines the activities of the Puebla Group against the backdrop of political changes in the region, common positions and disagreements of its participants on a number of issues, and notes that the decline in the popularity of left-wing forces in a number of countries does not exclude the intensification of the group's activities during the next political shift in Latin America.
