This issue is devoted mainly to the problems of defense and security, included in the first, the largest block. The article written by Vladimir M. Davydov and Aleksandr Y. Stepanov examines the revolution in warfare caused by the change in the technological paradigm. The authors uphold the idea that the global shift in technology is an overwhelming process. Albeit Latin America doesn`t stand aloof, it has logged behind due to different factors and hindrances they have to grapple with. The countries of the region are widely engaged in non-military efforts: law enforcement operations, defense of key infrastructure, national borders tracking, environment protection, performing of humanitarian missions, etc. The article by Oleg O. Krivolapov and Nataliya V. Stepanova reveals the specifics of the competition between the Russian and American military-industrial complex and their security cooperation with Latin American countries. These experts note that although the United States will retain its leading position in the arms market in the region and Russia will continue to cooperate in the field of security with its former partners, there is great uncertainty about its share in the Latin American arms market. Lev M. Sokolshchik analyzes US national security narratives regarding Latin America during the Joe Biden administration. The author pays particular attention to systemic challenges to American leadership, the promotion of liberal democratic values, global threats in the regional dimension, and cross-border security threats. Nadezhda Y. Kudeyarova examines the transformation of the US policy towards migrants from Latin America and the Caribbean and shows that against the backdrop of an acute migration crisis, the attempts of the Biden administration to take measures towards liberalization and greater openness turned out to be of little effect. Magomed A.-M. Kodzoev explores the problems associated with the training of military personnel from Latin American countries in US military universities. This military staff, due to its high qualification, receives a leading position in the hierarchy of military services at home, which, taking into account the traditionally active participation of the armed forces in the political life of most states in the region, allows them to influence the general mood in the top leadership.  The article also provides data on the financing military educational programs, the number of students, characteristics of military training centers, and similar programs operating in the Russian Federation.
In the second block, the article by Luz Dari Ramírez Franco, María Inés Picazo Verdejo, and Antonio Sánchez Andrés provides a comparative analysis of the policies of the ruling parties following a similar economic model and highlights the convergence of such parties and neoliberal politics in Latin America, the United States, and Europe. It also points out that, although neoliberalism predicted greater growth and equality, the world economy maintains the same list of developed and developing countries. The results show convergence and allow to argue that the model generated an interconnection of capital that forces the parties to converge.
In the third block, devoted to the world of ideas, Liudmila L. Kleshchenko examines the problem of using the images of national heroes for political purposes based on Bolivarianism in Venezuela and Zapatism in Mexico. The images of national heroes perform the functions of political mobilization, legitimization of power, predicting victory, integration, and consolidation. Their images are not universal and unchangeable; they contain a large range of interpretations. Nadezhda M. Sim explores the phenomenon of Spanish humanism during the Renaissance and argues that the spiritual essence of society found expression in serving the universal religious ideal with a deep awareness of the special missionary role of the Reconquista, and Christian humanism was deeply reflected in literature and art.
The editors of the journal continue to acquaint readers with monographs published in Russia or abroad with the participation of Russian authors. The fourth block of this issue contains Alina V. Shcherbakova's review of the monograph “The Perspective of Sustainable Development. Appeal to Global and Latin American Realities” and Pío Quinto García Parra’s analysis of the book “Rethinking Post-Cold War Russian-Latin American Relations”, published in the USA.
