The issue begins with the paper by Natalia P. Kononkova "The public sector development in Russia and Latin American countries” where the author makes a comparative analysis of said process, regards the theoretical aspect and practices of the public sector in the economy today, proves the dual character of the economic relations in the public sector within the market environment, shows the difference of the activities outcome of the state-owned companies in Russia and Latin American Countries.
A apecial block of three articles concerns the Venezuelan crisis, which still remains in the world public’s focus although its state has become less acute. The first article of this block "Symbolic representations of socialism: its ideological contrariety in the Latin American nationalism construction" by American scientist Alfonso Barreto is of general, theoretical character. It postulates that the socialist symbol images produce a negative impact on Latin American nationalism which is setting up within the emerging multipolar world. As an example, the author regards the case of Venezuela as a country which has proclaimed a policy aimed at building Socialism of the 21st century and represents a new stage of the Latin American nationalism. The article by Oleg A. Alekseenko and Andrey.N. Piatakov assesses the impact of USA financial and economic sanctions against Venezuela, analyses the reasons of the crisis there and its possible consequences. An overview of Nicolas Maduro’s government anti-crisis measures, Venezuelan opposition’s plans and world community's proposals for overcoming the current situation are other topics of this article as well as the Russian and Chinese economic aid to Venezuela. The last paper of this block "Lessons from the Venezuelan crisis" sums up results of the analysis which has been made in two previous articles. Its author, Evgeny M. Astakhov, comes to a conclusion, that both right and left regimes present on the continent should hold miscalculated radical economic solutions out as they might put national and regional stability in danger which may raise even more due to the fact that the Latin American's wish to have drawn up a common joint continental policy, is being left in the past.
The article "Russia – Portugal: 45 years dialogue” by Nailya M. Yakovleva is dedicated to the anniversary of the bilateral diplomatic relation reestablishment. Nevertheless, the whole history of these relations dates back 240 years, this article reviews the last forty five years as from their reestablishment after the Carnation Revolution in 1974. The booms and falls periods in the bilateral relations are marked and neither insoluble differences nor open conflicts have been found.
Elena V. Astakhova in her article "Russia and Spain: potential for cooperation” assesses the possibilities for expansion of the Russian-Spanish relations in the complex international environment in regard of the fact that Spain is a member of the European Union, OTAN Block’s discipline, Occidental sanctioning policy against Russia. The factors which stimulate and make difficulties to the dialogue are evaluated. The author comes to the conclusion that the humanitarian activities are to become the main field where fruitful contacts and successful intercultural communications can be developed. The relevant role of the cultural diplomacy is pointed out.
The paper by Tatiana V.Sidorenko deals with the Free Trade Agreement between Mexico and European Union and states that the Free Trade Agreement between Mexico and UE entered into force in 2000 redounded dynamic development of the commercial and investment relations between partners. Consequently, la UE has become the 3rd relevant foreign trade partner of this country and the second investor according to the volume of the accumulated direct foreing investment.
The issue culminates with the article by Lyudmila P. Voronkova “Trends of tourism in Latin America” which reveals the characteristics and current trends of tourism development in Latin American region. The author points out that the Latin American tourism market development is accompanied by the processes of transnationalization, integration and intensification of the public support. The prospects of the Latin American tourism under impact of the digitalization process and mobile technologies use are drawn.
