This issue starts with the paper “Mexico Facing a Choice” by Anatoly N. Borovkov which contains analysis of the results of the President Enrique Penha Nieto's social economic policy just before the general elections on July 1, 2018. The author concludes that the Mexican electors have been disappointed in both traditional parties (PAN y PRI) which have been governing the country for 18 years and are about to give their vote to MORENA political party and its presidential candidate Andres Manuel Lopez Obrador. Today, Cuba-USA relationship still remains one of the timely topics which is regarded in the article by Nikolay V. Kalashnikov and Magomed A. Kodzoev “From Obama to Trump: transformation of the Cuba-USA relations at current stage”. The authors note that, regardless the intentions of the American President, the normalization of their relations is impeded by the aggressive fraction of the American Congress capable to reverse the process of resolving differences, initiated by Barack Obama. The article by Dmitry V. Razumovskiy contains the comparative analysis of the economic outcome of the governance of the leftist regimes in Argentine and Brazil.
Their achievements in the social field are concerned, as well as their economic miscalculations which have resulted in change of governments as long as the problems of low marketability and efficiency of the national economy had remained unsolved. Timofey I. Malashenko offers an insight into the evolution of Spanish banking sector under the crisis hit and concludes that as a result of the reforms carried out by the Spanish authorities, the support of the European Union and the adopted anti-crisis measures it became possible to turn the tide, to revive the economy and to accelerate GDP growth rates. In the section “Interstate and Ethnic Conflicts”, Andrey N. Pyatakov evaluates the role of the integration associations of Latin America in the solution of regional conflicts in the 21t century, particularly, and comes to conclusion that in course of the “left turn" period, the regional political tension was dropped down while during the current left wave crisis, their function of regional conflicts’ settlement is considerably weakened. The article by Tatiana А. Vorotnikova presents a typology of the ethno-social conflicts in Bolivia, the origin and characteristics of indigenous people vs. peasant community and analyzes the most representative cases of such conflict situations. The legislation changes and the government's intentions to settle down this historically determined controversy are also mentioned. This issue ends with the review by Olga N. Dokuchaeva of the collective monograph “Political Conflicts in Latin America: Challenge to Stability and New Opportunities" published by the Institute of Latin American Studies, Russian Academy of Sciences (ILA RAS) (Ed. by Zbigniew V. Iwanowski)
