The issue begins with the article by Petr P. Yakovlev “Economy of Russia plans to breakthrough”. The author mentions that after the global economic crisis of 2008-2009 Russia was faced with the urgent need to change the growth model, design a new national development strategy capable of ensuring a significant leap in the economic and social fields. The author points out the priority economic objectives, which Vladimir Putin has raised before the Russian government for the period up to 2024. The author analyzes in detail the internal and external problems, which the country has to overcome to reach the set goals, and it draws a parallel with Latin America, which has faced several similar problems caused by the US sanctions policy. In the following article by Nikolay N. Kholodkov entitled “Latin America on the road to economic recovery”, the causes and factors of the slow transition of Latin American countries in the phase of dynamic and inclusive development are formulated. The risks and consequences of the protectionist policy of U.S. president D.Trump in the field of foreign trade are highlighted. The conclusion is substantiated that in the current realities the opportunities of the region to accelerate and achieve sustainable and inclusive development remain questionable, at least in the near future. In the section “Cooperation for development”, the article by Irina R. Kuklina, Olga I. Khodunova, Anastasia K. Zadorina, Artiom A. Baliakin y Andrey S. Malyshev titled “Latin America in the international system of scientific and technical cooperation: legislation, practice and perspectives” focuses on the state-of-the-art of international science and technology (S&T) policy implemented in several Latin American countries. The article describes the core documents regulating international S&T cooperation (laws, memoranda, agreements, plans, etc.) and analyzes the experience of implementing joint S&T projects with Russian participation. The review allows drawing conclusions on the regulatory aspects of international S&T cooperation in key Latin American countries, on the factors affecting the successful cooperation between Russia and the countries of Latin America. In another article in this section entitled “Argentina- BRICS: course towards the convergence” by Nailya M. Yakovleva, a new stage in the development of the BRICS and the possibility of expanding this formation in the future due to new members, inter alia, Argentina is concerned. The main objective precondition for joining Argentina to BRICS experts refer to the fact that Buenos Aires had already built a specific relationship of close cooperation with each of the States members of the group, thus laying a solid foundation for its future participation in this association. A special section is dedicated to cultural aspects. Natalia S. Konstantinova, the author of the article “Labyrinths of the Iberoamerican cultural identity in the globalized world” analyzes this problem from the standpoint of the dialectical approach, since we are talking about phenomena that are in the process of constant changes. Particular attention is paid to identifying negative and positive aspects of globalization processes and an algorithm for their correlation with the cultural identity of Iberian and Latin American countries. The article also considers new types of identity that arose in the context of growing globalization. Based on the analysis of existing trends, the author makes a number of conclusions and formulates variants of possible scenarios for their subsequent development. The author of the following article entitled “The method of reflection on cultural heritage in the work of Fernando Botero” Natalia A. Sheleshneva-Solodovnikova deals with the work of one of the famous artist of nowadays, Columbian painter, sculptor, graphic Fernando Botero (1932), who became the symbolic figure in the epoch of Postmodernism. The main accent in the article is put on Bolero’s method of rethinking of the cultural heritage, which is an important part of Postmodernist paradigm.

        The issue ends with two reviews: that of Anatoly N. Borovkov on the Russian edition of the Mexican book “A new brief history of Mexico”. Moscow, Ed. Ves′ Mir, 2018, 352 p. (In Russ.) and that by Irina M Vershinina on the book by Nikolay V. Rakuts “Culture of Indian peoples and state policy. South American realities.” Moscow, ILA RAN, 2018, 264 p. (In Russ.).
