 The first section of this journal is dedicated to the problems of innovation. In particular, Nikolay Kholodkov examines in his paper some issues concerning the financing of scientific researches in the Latin American countries. Having pointed out the fact of insufficient public and private funding, the author shows that this factor in many ways determines the technological gap of Latin American from the world leaders. Developing this topic, Tatiana Sidorenko studies the negative effects of world crisis of 2008–2009 for the Spanish innovation potential development and, especially, the grown gap in this field between Spain and leading countries of the European Union. Nevertheless, the author believes that the economic growth of Spain in recent years can improve the situation in R&D area.

 In the next section the disproportion of Brazilian and Colombian regional development is studied. Victor Krasilshshikov supports his conclusions on regional development disparities in Brazil with graphs and tables. In the meantime, he points at the considerable reduction of this inequality during the centre-left governments. The collective paper by Olmedo Vargas Hernandez, Mikhail Krasnov and Nadezhda Shakhmatova prsents the specific characteristics of the socio-demographic development of the rural Colombia identifying the effects of the urbanization on the age structure of the rural community, the differences of living standards between rural and urban populations, lagging of social development behind general economic development of the country and the impact of the armed conflict as well.

 The third section of our journal continues the subject of conflicts raised in the previous issue. Zbigniew Iwanowski analyses the conflict between the legislative and executive branches of government. The undoubted advantage of this paper is a combination of  theoretical foundations of the reasons of conflict emergence and the case studies by countries in this field, as well as an analysis of possible steps and efforts which could serve as stabilizing factors of the political system. Liudmila Diyakova focuses on the territorial conflict between Chile and Bolivia. Although the sea access problem of Bolivia is one of the long-lived conflicts in Latin America, it is still burning since these countries have not found yet any mutually acceptable solution. The author evaluates the objective and subjective reasons which impede settlement, and indicates some new factors that could play positive role in the conflicts solution.
